JR Engineering provided construction management and administration services for the City of Brighton's Lutz Reservoir Pump Station and Non-Potable Transmission Main project from 2024 to 2026. The project is a key component of the City's non-potable irrigation system, utilizing the existing 140-acre-foot Lutz Reservoir to provide irrigation water to existing and future development throughout a 3.2-square-mile service area.

Improvements included construction of a new pump station, associated mechanical and electrical systems, and approximately 6,500 linear feet of 16-inch non-potable transmission main along South 27th Avenue. The project supports Brighton's long-term water conservation goals by reducing reliance on potable water for irrigation.

Construction Administration & Coordination

Serving as the City's construction management consultant, JR Engineering provided construction administration, contractor coordination, and project oversight throughout construction. Responsibilities included facilitating pre-construction and weekly progress meetings, reviewing contractor schedules and submittals, responding to requests for information, and coordinating with the City, contractor, surveyors, and materials testing personnel.

JR also provided contract administration services, including reviewing change order requests, evaluating construction progress, reviewing pay applications, and maintaining project documentation. Construction coordination addressed installation of the pump station's mechanical and electrical equipment, underground piping, and transmission main improvements, including utility crossings and construction within the South 27th Avenue corridor.

Construction Observation & Quality Assurance

JR Engineering provided construction observation and inspection services to monitor progress and verify general conformance with the approved plans and specifications. The scope included reviewing field inspection reports, coordinating materials testing, documenting construction activities, and addressing field conditions or design clarifications encountered during construction.

The team also supported substantial and final completion activities, including punch list inspections, review of as-built documentation, and coordination of final project acceptance. These services helped the City manage construction quality, maintain project documentation, and deliver infrastructure designed to accommodate future expansion of its non-potable irrigation system.
