JR Engineering provided construction management, construction administration, and inspection services for Phases 2 and 3 of the City of Brighton's Core City Waterline Replacement Project. This multi-phase infrastructure improvement project focuses on replacing aging water mains throughout Brighton's established neighborhoods to improve water system reliability, maintain adequate fire flow, and provide dependable water service to residents and businesses.

Waterline Replacement & Construction Phasing

Phase 2 includes waterline improvements throughout the City's core area, generally between Bush Street and Southern Street, while Phase 3 extends the improvements along 4th Avenue from the Mather Street area south toward Bromley Lane. Construction involves replacing existing water mains, reconnecting water services, coordinating temporary water service, and restoring affected roadways and surrounding improvements.

Construction Management & Inspection

Serving as the City's construction management representative, JR Engineering oversees construction activities, manages project schedules and budgets, reviews contractor pay applications, RFIs, submittals, and change orders, and coordinates with the City, contractors, and project stakeholders. JR Engineering also provides construction inspection services to monitor installation, observe testing, document progress, and verify general compliance with approved plans and specifications.

Construction Challenges & Service Continuity

A key challenge of these projects is completing major underground utility improvements within established residential neighborhoods while maintaining water service, property access, and safe traffic conditions. JR Engineering works closely with the City and contractors to coordinate construction phasing, minimize service interruptions, address unforeseen field conditions, and reduce impacts to surrounding residents and businesses.

Through proactive construction management, detailed inspection, and consistent communication, JR Engineering supports the City of Brighton in modernizing critical water infrastructure while minimizing disruptions to the community.
