JR Engineering provided the City of Manitou Springs with construction oversight and inspection services for the City’s streetscape and drainage improvements along Manitou Avenue (CDOT Business Highway 24). JR acted on behalf of the City and managed all aspects of the construction management efforts. These services included submittal review, RFI coordination, field design revisions, pay application review, change order (force account) review, compliance with City and CDOT standards, and construction inspection. The Manitou Avenue project consisted of the construction of a collector roadway through downtown Manitou Springs, from Park Avenue to Serpentine Drive (approximately 1/3 mile).  Other elements of the project included the construction of an asphalt pavement roadway, a new storm sewer system, new water mains, landscaping, as well as underground conversion of overhead utilities.

Project Closeout & Documentation

This project was a complex infrastructure project with 48 change orders. It was successfully closed out without any CDOT audits or follow-up requests, thanks to the construction management team's thorough documentation and proactive communication.
