JR Engineering led the update of the City of Castle Pines Master Transportation Plan (MTP), adopted in 2025, providing a comprehensive framework to guide the City’s existing and future transportation needs. The plan evaluated existing conditions, traffic operations, safety, multimodal improvements, future growth, long-range strategies, priority projects, and implementation.
As part of the MTP, JR conducted a detailed analysis of traffic calming and safety improvements along Monarch Boulevard and adjacent neighborhood streets, responding to community concerns surrounding the City’s four schools. Following an alternatives analysis and coordination with the City, improvements were identified to reduce vehicle speeds and enhance pedestrian safety. Recommendations included narrowed travel lanes, reduced speed limits, enhanced school zone regulations, additional Rectangular Rapid Flashing Beacons (RRFBs), expanded signing, intersection bulb-outs, and a raised intersection.
Intersection Analysis & Implementation
JR also led an Intersection Control Analysis (ICA) for Monarch Boulevard and Buffalo Trail, evaluating signal and roundabout alternatives based on operations, safety, multimodal considerations, right-of-way impacts, and other project criteria. The analysis determined that a traffic signal was not warranted and identified a single-lane roundabout as the preferred long-term solution.
The roundabout was subsequently designed and constructed, opening in 2025. JR completed an after study to evaluate its performance following implementation. The project was also presented through the Institute of Transportation Engineers (ITE) and featured in ITE Journal, demonstrating how a structured ICA process can support defensible intersection investment decisions.
